Richard Bickerton Pemell Lyons, 1st Viscount Lyons or Lord Lyons
Lord Lyons, or Richard Lyons, served as the British Foreign Office's resident diplomatic minister to the United States during the Civil War. His position allowed him great discretion because of the time it took to relay information across the Atlantic to Britain. He was praised for his resourcefulness and diplomacy during the Trent Affair.
